The Evolution of Experimental Environmental Programs in the Printing Industry

The U.S. Environmental Protection Agency, as well as many state-level environmental agencies, is increasingly looking toward voluntary approaches to motivate environmental behavior. Government agencies have relied heavily on a variety of voluntary programs emphasizing technical information and direct assistance to encourage pollution prevention technology diffusion. However, the effectiveness of voluntary programs in promoting the diffusion of pollution prevention technologies is not well understood. Thus, the primary objectives of the proposed research are threefold:

  1. To measure the degree to which specific pollution prevention technologies have diffused within a defined industry.

  2. To identify and assess the key motivators and enablers of, and impediments to, pollution prevention technology diffusion in a defined industry.

  3. To develop and empirically test a number of specific hypotheses regarding the effectiveness of voluntary programs aimed at promoting the diffusion of pollution prevention technology within a particular industry.
